Ontario parking tickets, are they tagged against the licence plate of the vehicle or the owner of the vehicle? - how to licence old plates in ontario

Reason I ask is that I only get a notice that I had a parking ticket that I have to pay. It says in the warning: "If you pay this card, renewal of registration will be refused carriage." I recently completed a new car, and I have brought new plates on it anyway, because I have old maps (those with tickets on them.), I must finally pay the ticket?
